Implementation Started for State of Connecticut and City of Los Angeles

ThinkstockPhotos-498943042EnergyCAP project managers will be travelling coast to coast to implement new clients on the Atlantic and Pacific seaboards this winter and spring. The State of Connecticut has purchased EnergyCAP utility bill management software for statewide energy management and utility bill tracking, and the City of Los Angeles has also acquired EnergyCAP through a General Services Administration (GSA) process for comprehensive tracking and reporting of the city’s electric, natural gas and water utilities.

State of Connecticut

Greg Fitzpatrick, Lead Planning Analyst for the State of Connecticut, is coordinating and assisting multiple state government branches, agencies, and quasi-public agencies with the EnergyCAP software implementation. He also works with major energy distribution companies to obtain electronic invoice data. Fitzpatrick says that utility use and cost from thousands of places and meters will be tracked with the new software. Once EnergyCAP’s Bill CAPture service has been implemented, electronic utility data will flow from vendors to the EnergyCAP database, and the energy information will be audited, verified, and made available online for government stakeholders.

“Our portfolio of accounts is intended to represent 100% of state government energy consumption, with the exception of transportation fuels, which we intend to incorporate into EnergyCAP in the future,” said Fitzpatrick. “Obtaining a statewide tool that will allow agency financial and facility personnel at all levels to see, compare, and potentially implement adjustments to energy consumption, and identify potential projects to reduce consumption, should provide value.”

{{cta(’74dc66cc-eab1-43c2-b0e6-c3f992a1463a’,’justifyright’)}}The EnergyCAP implementation is ongoing and will continue into the New Year, according to Fitzpatrick. “One of our biggest challenges is that the information needed to implement EnergyCAP is not centralized, but split among multiple state government branches, agencies, and other organizations,” he said. “The state’s Energy Branch must rely on other state entities to identify building account information and keep this information current, make account-to-building correlations, and supply invoices. We are still working on meeting these challenges.”

City of Los Angeles

los-angeles-skyline.jpgThe City of Los Angeles will use EnergyCAP to better manage and streamline the utility billing process of the Department of General Services (DGS). Toward that end, the City has also purchased Bill CAPture services from EnergyCAP to better facilitate import of utility bill data to a multi-commodity database. EnergyCAP will help enhance energy analytics, identify cost savings, improve reporting quality and processes, and provide greater accessibility to historical utilities data.

Bill CAPture will acquire the City’s utility bills from vendors, import them, and validate the results using EnergyCAP’s extensive audit library. Bill images acquired during the Bill CAPture process will be linked to each billing record, providing EnergyCAP users with an instant visual display of the actual bills at any time.

The Los Angeles software acquisition was secured quickly thanks to a General Services Administration (GSA) process that took just over four months from initial contact to contract, according to Phil Kolb, Marketing Account Manager at EnergyCAP. Enterprise-level software purchases at large municipalities often can take 12 months or longer.

When implementation has been completed, utility bills for the entire Los Angeles DGS property portfolio, including approximately 3,000 water and electric meters and another 500+ natural gas meters, will be tracked with EnergyCAP.
